Formatting issues on PBI desktop
so i think the issue with the datatype you probably have data in the field that is not a whole number which is why it can't change it, what error message do you get?
i think the problem is as you say that it is not a whole number. once you make it a whole number it will probably fix the 9 in a circle issue, first you have to understand what data is causing it to stay general data type
you can find the trim and clean under format in power query
in power query do a trim and a clean on the column that will remove the white spaces, maybe that is creating an issue, otherwise there is some non numeric data in the field that will need to remove
I am not sure that is the issue 🙂 if you re-check the thread well, the whole number issue has been resolved albeit via a work-around. This number 9 issue is altogether another issue.

ah ok, its unfortunately one of those strange issues, that is very hard to identify withouth actual access to the file.
if you remove the formatting you have, and set it to default, what does it do.. i think we need to try and isolate where the issue is exactly.
where are you adjusting formatting, there are several ways?

When i put it as default formatting, it becomes -9. When i do below custom formatting, then it becomes 9 encircled

ok i think its safe to say that the formatting is what is causing this as this is a custom format, however when i try to recreate the issue in my file i am not getting the same issue. Is there any possiblity of sharing your file? where do you set the colour to red? also can you share a screen shot of your regional settings?
I have a feeling this is a bug, and you might need to report it to microsoft but it would be best to share your file
