I am using a traffic light indicators UNICHAR(11044) in a card. Not sure how to do the color conditional formatting based on values.

We can set the condition format in the card format - Data label.

To use the conditional formatting based on values you need to create another measure that returns a number then based on that create your conditional formatting rule.
Conditional formatting = SWITCH ( TRUE (); SUM ( 'Table'[Column2] ) <= 100; "#605E5C"; SUM ( 'Table'[Column2] ) <= 300; "#000000"; "#F0E199" )
This is just an example you can adjust as you need.
