What would be the best approach to create a forecast using the data below?

@CristopherODR , One way is to use a line visual with a date and you will get forecast option in Advance analytics pane
Location has moved in new format pane - Above visual options
https://docs.microsoft.com/en-us/power-bi/transform-model/desktop-analytics-pane
Or you can first forcast in Azure /R ot Python and append it power query
