How many values can the user enter? One way would be to create a slicer that allows them to select the value, and have the column values update based off the SELECTEDVALUE() of the slicer.
Otherwise, if you want the user to be able to enter data into Power BI you should look at PowerApps visual. https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/powerapps-custom-visual
