Basically what I want is for the slicers on top to filter each consecutive slicer to their right. The main issue that I am running into is when I select certain dates on the 'select date' slicer it makes some of the 'publish sets' disappear. I want the publish sets to constantly have a list of every set within the chosen server. I want the date to be filtered according to which publish set you have selected.

I would like to suggest that you turn on 'edit interaction' to configure visual interaction to ignore external interaction filter effects that you do not want to filter the applied effect.
Change the way visuals interact in a Power BI report
In addition, you can also consider creating a new table with the value of raw fields and linking to the raw table with the 'unique' filter address, then you can use it as the source of the slicer without the effect of other filters.
