That dax is used to create a calculate column, for a measure:
Measure = CALCULATE(MAX('Table'[Week]),FILTER(ALL('Table'),MAXX(FILTER('Table',EARLIER('Table'[ Year Id])='Table'[ Year Id]),1)),'Table'[Amount]<>BLANK())
