Filtered % value over total value.

    Hey, 
    Total Permits is probably a measure here e.g. SUM([Total Permits]) or some similar function to count permits- thus would rename # Permits. 
    Try to create a new measure # Total Permits 
    Calculate ( SUM([Total Permits]), ALL([Organisation]))
    Then % measure would be just  DIVIDE (# Permits , # Total Permits)
