Filter using Column from two tables

I need a filter that uses a column from two tables and not sure how to write Dax?

 

TableA[Count] needs to be >0 and TableB{Sum] is Blank.

Can you please share a pbix or some dummy data that keep the raw data structure with expected results? It should help us clarify your scenario and test to coding formula.
