Filter selection of dynamic rows & columns, display measures based on slicer selection

Is there any way to acheive below logic using DAX for Dynamic selection of Dimensions in both rows and columns with slicer selection in Powerbi. Kindly help.

Not sure I am clear.

in matrix, you should able top drag dimension on column and rows and should get.
