I have filters on 3 pages of my pbix file. I do not want it on the 4th page. How do I remove the filters on all pages for this to work?

You would have to remove the filter from "Filters on all pages" and move it to the "Filters on this page" section for each one you want the filter on.
Is this possible to do with drag and drop? They are very large filters.
Also, second question - can I take 2 pbix files to make one report in Power BI online?
Unfortunately, I don't think you can just drag and drop the filters from one section to another.
For your second question - you can! An app can contain multiple reports which (for the consumer of the report) would seem like one report. https://learn.microsoft.com/en-us/power-bi/consumer/end-user-apps
