Filter isn't working for my table

As shown in the first picture, these rows are blank according to the conditonal formatting. I want to filter Full Name column so I can only show the ones with icon. but when I apply filter is blank (tried is empty too), everthing got filtered out. Any ideas on this?

Try Is Empty instead of blank
