    I am not sure how the below measure will influence your real case, but if your objective is to achieve the result that is shown in your picture, please try the below. 

     

    measurefix =
    CALCULATE (
    SUM ( Source[Weight] ),
    CROSSFILTER ( Source[ID], Questions[ID], BOTH ),
    CROSSFILTER ( Source[ID], Segment[ID], BOTH )
    )
