You might try assigning the roles in power bi desktop first,then publish it to service

Thank you that helps but I'm stuck in Power BI Service.
When I go Dataset => "..." => Security I get the below message
I don't see where RLS have been moved in Power BI Desktop
In order to do the same on Power BI Service, you can click on the ellipses and add a member to the role by typing in the email address, or name, of the user, security group or distribution list you want to add.
Use the same link, scroll down, you will find the 'Manage Security on your model' and "Working with Members" topics.
Implement those steps.

After you added email address as role member. that user account need to have power bi license to view this report. how user will be viewing report.? (example: [email protected] email added as role member, after that how that person view report? ). Appreciate your reply.
