Hello
I am currently working on a medical report. In the first page we have a main table with multiple columns regarding medical records but the most important one is the column with the record# (ex 1-002). The next page is the 'Record' page where you can see the record info such as contact info, date, address, text file etc.
The user wants to be able to click on the first page on a specific row/specific record# and wants the next page (the record page) to be automatically filtered to show that particular record.
There is a slicer on the second page (the record page) where you can filter by record #'s but again, its just a main table
Is this possible? Neither are a matrix. Both pages are tables. The 'slicer filter through pages' option doesnt really apply here.

It sounds like you need to use the drill through feature.
When your report readers right-click a data point in other source report pages, they drill through to the target page to get details that are filtered to that context.

Teach your users how to use the Filter pane, and place the record ID in the "Filters on all pages" section.
Is there any way to do it between a set # of pages? The whole report consists of 4 pages but this 'filter' is only needed for 2 pages
No, if you put it in that area then it will impact all pages. Consider splitting your report into separate reports.
