Filled regions and points on map

I think I know the answer to this already but figured I'd see if anyone had a clever solution. I need a way to have a map that has filled custom regions for the US and also has locations with values represented by different sized circles. I can obviously get one or the other very easily but I need them both together in one visual. Any ideas? Something like this:

I had thought about using "Shape Map" but that only seems to do filled maps. I was hoping that the answer wouldn't be a full blown Custom Visual but it looks like that's the answer, which is what I was surmising at the outset. Would be a really handy visual as many organizations have custom "regions" or "territories" for things like sales, etc and they want to see those on the map along with their data.

Will it be possible if you can share how to create the above mentioned using custom visuals? (Is it using Mapbox visual?)

 

I'm currently experiencing the same issues at the moment and hoping to find a solution in Power BI.
