Filled map visual with Japanese cities

Hi Everyone,
I am working on a project that requires me to create a filled map with Japanese cities ("市") as the granularity level. However, I am facing some challenges with Bi, as it only recognizes some of the cities. Does anyone have any suggestions on how to make Bi recognize all of the cities? Is there anyway to make the Filled map visual working at this granulaity level?

Thank you very much for answering my question.

Let me share with you an image. As you can see only a few districts (3) appear on the map when they should be 54.

I will give it a try with Shape map as well.

@Poupouh Please share a picture of the map and the requirement. When cities are just placed in filled map, it shows city in a very small scale. This is an example of how US cities are shown on the map

Shape map might be able to help more, with location as state and legend as cities. Also use a slicer to filter out cities.
