I noticed recently an issue with filled maps - the visual shows all the states accurately on desktop (2nd screenshot) but then does not show a few states when published to Power BI service online (1st screenshot). The states/provinces that are not showing are New York, North Dakota, North Carolina, Ohio, Oklahoma & Ontario.
Is this a known, recent issue that came up or can anyone provide insight to what may be happening?

I had similar visual bugs happen in the past when I used maps. Usually scrolling around, zooming in/out or refreshing would update the visual. If you have some values attached to the states in your data, try to add that to the tooltips and/or add a slicer filtering for specific states to your page to see if that fixes the issue.

This ended up working for me its showing now - so strange haha
I'm having the same problem right now and dragging around the visual or playing with filters isnt helping. Did you do anything else to get it to work?

Check to see if you added a filter to the Filled Map in the Power BI Service report. It's possible that it's because of this.
I did the test with the states you mentioned and everything was fine.
