Field with "&"

Hi all,

i have a field that contain "&" and when I selected "Section" in Table A, it displayed all of the Client. Please help.
it due to the "&"? Eg. I select (AAA) from the list, it should only (from table B) display 'Client= OK & Tay. But it fetch all 5 records of clients. Anyone know how to solve this? thank you

*I only want the highlited in Yellow when it displayed year "2023"

I have a measure:
#Num 1 = countrows(filter('Table B',[Set Goal]>5))

how can I add on condition to be filtered by "Section" also?

Technically it should show what you are expecting. 

I guess you missed to create relationship between the tables. If not kindly create and test it.
