When you say a Fabric licence, do you mean a Fabric capacity ?
If so, the FUAM solution is really suitable. Once deployed, you have a standard report that already shows a lot of information and that you can customise to make other information available.
Completely free, these are scripts made available to the community that allow you to collect all the information about your tenant (via API call) and fill a Lakehouse. Then there is a semantic model on this lakehouse + a dashboard.
But then you are free to make any changes you want, etc.
Completely free, think of it as a prepackaged solution that you deploy to your environment.
