FILTER Selection List refreshing FAIL

Report Filters - Advanced Filtering limited to 2 selections, that's horrible but I digress
Page Filters - When I copy between pages, the selections aren't copied with. That's horrible but I digress
Filters - When I select a single entry, the list refreshes, putting me back at the beginning of the list. 2000 some entries, so I scroll down all the way to the bottom (or where I was prior) for every selection. As you can imagine, when selecting ~10 options, having to scroll through ~2000 for every selection is infuriating.
I'd like to think the list refreshing for every selection is not by design. Is it?

Current, when you add or remove a selection, the list will refresh for power bi.
You could add 10 options one-time, then scroll down the data.

Yes, that is the problem with the filtering panel. Is this by design BUG in the development plans to be addressed?
