If you can connect to database, from powerbi desktop you can use SQL server or oracle database connector depending on the database. If you are unsure of db schema, default JIRA connector is not yet available and you can vote for the idea using below link.

These apps are free for teams with fewer than 10 users, but the cost can become quite high for larger teams since pricing is based on the number of Jira users. The most expensive subscription costs $30,000 per year. This pricing model is somewhat controversial because the cost increases with team size for the same service.
