hi joshua1990 - Yes, you need to have the latest version of Dax studio and Tabular Editor installed for them to appear under "External Tools", using the portal version will not enable it in Power BI; also this is available in Power BI from July 2020 version.

Super Userjoshua1990 , You need to be on power bi Desktop July 2020 and above and atleast one the external tool's latest version.
