External Tools option missing (Power BI Desktop January For Report Server)

I have Power BI Desktop (January) For Report Server, Version: 2.88.1382.0 64-bit (January 2021)

 

I do not see have the External Tools option on the menu. I have checked the folder C:\Program Files (x86)\Common Files\Microsoft Shared\Power BI Desktop\External Tools and there are four json files there for ALM Toolkit, Dax Studio, Tabular Editor, and POwer BI Helper.

How can I get the External Tools option to show?

If you want to use Tabular Editor in Power BI Desktop, please download and install it from this link:

https://github.com/otykier/TabularEditor/releases/tag/2.16.1

As far as I know that menu extension only works for the regular Power BI Desktop, not for Power BI Desktop RS.
