Exporting the report with the ESRI Maps
The ArcGIS map when exporting has this note "this visual doesn't support exporting". Is it a license-related issue or any license doesn't give you this option?

Based on my test, It has nothing to do with your license , this visual does not support exporting currently .
For your requirement , you can come up with a new idea and add your comments there to make this feature coming sooner.
