If I have a PowerBI PRO license, and I generate Web's so that my users can access it without registering, they have the possibility of being able to export the tables of this Website to Excel.

Users cannot export data directly to Excel from a report shared via Publish to Web.
To enable exporting, you can use Power BI Service sharing with proper user permissions and enable the Export Data feature.
However, please note that I wouldn't recommend Publish to Web for sensitive data because it makes the report publicly accessible without restrictions.
Perhaps, consider using row-level security (RLS) for better control over who can view and export data.

As a side note, if you have a Power BI Pro license and have generated a web link for users to access the report without registering, they will not be able to export the tables to Excel. exporting data from a Power BI report to Excel requires that the user has a Power BI Pro license or that the report is hosted on Power BI Premium capacity.
Users without a Power BI Pro license will not be able to view or export the data. The only other option is to use Power BI Premium, which allows users with a free license to view and export reports.
