Super UserI'm not following. Do your users have a paid license (whether Pro, PPU, or Premium Capacity) or not?
If the users have licenses, then they should be able to view the report on the web using their individual credentials and RLS is the solution. If the users don't have licenses, then they shouldn't have access to the report in the online Power BI Service at all unless it's published to the web publicly where anyone with an internet connection can view it.
