Exclusive report location wise
Super UserHang on... A single service account for publishing all the reports is not an issue here. Are you saying that everyone viewing the reports is also sharing a single account?
If so, this is a violation of your Power BI licensing agreement and you should not expect people to help you find workarounds for things like RLS that work fine when users are licensed properly.
No no thats not what I meant. The reports are just published online. There's no liscening issue here. That's how others view it, they don't have power bi access on the web only the admin does.

I'm not following. Do your users have a paid license (whether Pro, PPU, or Premium Capacity) or not?
If the users have licenses, then they should be able to view the report on the web using their individual credentials and RLS is the solution. If the users don't have licenses, then they shouldn't have access to the report in the online Power BI Service at all unless it's published to the web publicly where anyone with an internet connection can view it.
