Create a new table which is not connect to your table
Table = SUMMARIZE('fact','fact'[GM])
then create measures
min = MIN('Table'[GM])
max = MAX('Table'[GM])
flag = IF(MAX('fact'[GM])<=[max]&&MAX('fact'[GM])>=[min],1,0)

Hello v-juanli-msft
It is an amazing solution.I just have one more thing that I cannot make it working.
I need to SUMMARIZE only those lines that have column Year FY.
I cannot find any solution how I could include filter.

Hi ignas
I don't see [year] column in your pbix.
If "SUMMARIZE only those lines that have column Year FY" refers to the new created table.
You could try this formula
Table=SUMMARIZE(FILTER('fact',[year]="FY"),'fact'[GM])Best Regards
