Have you tried this solution? It is visible in the report as a report page.
You can still see a hidden report view when in Power BI Desktop, even though the page shows a hidden page icon. In the following image, the Overview page is hidden.
You cannot see a hidden report page when viewing the report in the Power BI service. However, if you're looking at the hidden page when you save the report and publish it to the Power BI service, that page will be the first one your report readers will see.

you can mark the unwanted pages as tooltip page:
1) go to the page you want to exclude
2) unselect all
3) in the visualization menu on the right go to format page>page information and select "allow use as tooltip"
4) select now the page navigator and go to the format menu on the right, go to Visual>pages and turn off "show tooltip pages"

According to your description, here's my solution.
1.Right click Page 1, select Hide Page.
2.In the page navigation format pane>Visual>Pages, trun off the Show hidden pages option, get the expected result.
In this way, you can still see a hidden report page when in Power BI Desktop, even though the page shows a hidden page icon. For more details, please refer to this document:Report View in Power BI Desktop - Power BI | Microsoft

i actually need it to be the other way around. The page should not show on the navigation but should still be visible in the report as a report page. This is because we wan to take one report page out from the navigation but still want the user to be able to go to that page.
Do you have a solution for that?

@Anonymous from the navigator or do you want to create a slicer based on RLS?
@amitchandak No i just want to exclude "Seite 1" from the navigation. As a report page it should remain there. But it should not show up in the navigation.
