Excel File Save Triggers Power BI Dataset Refresh

I have a file on one drive that has a scheduled VBS script update that runs every 30 minutes (it pulls data from a third party server).  Given I am limited in Power BI to eight refreshes a day, I am trying to trigger a flow that will refresh the data set whenever I have saved/modified the underlying dataset excel file.  Is this possible? it feels like it should be easy.

And then check this article on refreshing datasets using PowerShell.

Maybe those two pieces together will work out.  Let us know how it pans out.
