meenakp it is strange, can you check if he is part of workspace, although he has build permission it should work but trying to see what else it could be?

parry2k, He is not a member of the workspace in the 1st scenario, but he has build access.
[Other user with same access can access the dataset in PBI desktop.]
In the second scenario, he is a member of that workspace and he publishes reports, but he cannot sill access its 'dataset' in PBI Desktop.
Its indeed strange!
