Error when publishing paginated report from Power BI report builder

I am just trying to publish a simple report with one column just to test the process.

My data source is shared dataset hosted on Power BI service.

I get the following error when I publish the report.

Error Message:

Operation returned an invalid status code 'BadRequest'
ErrorCode: NotCreatedByFormattedTableReport
Details: An unknown error was encountered. Please try again.

I was getting this error because the workspace I was trying to publish to did not have premium setting enabled. 

I changed the workspace setting to use premium per user. The error was gone.
