The SharePoint folder is accessible. Could it be because the Excel is encrypted(Protect Workbook Mode)?

If the workbook itself has been password-protected then the error makes sense as there is no way for Power BI to access the content without entering a password  which is not possible from the connection. If Power BI can then that defeats the purpose of password-protecting a file.
