Enterprise Gateway - adding folder as data source
1). When did you get the "The gateway is either offline or could not be reached" error message? Did you get the error message when you're trying to refresh the dataset?
2). For dataset, did you choose Live/DirectQuery or import data? You may get this error message when you're trying to import data because the enterprise gateway currently does not support imported data. If you have imported data, you will need the Personal Gateway to refresh the dataset.
3). And you should check whether the gateway is offline or not. If it is offline, you need to reconfigure it. Go to Power BI service->Settings -> Manage gateways. Check the status:
1) I get that error message during the last step of configuring a Data Source, so not to the refresh stage yet.
2) The pbix file was created by selecting 'Get Data, Folder, [navigate to synced SharePoint doc library, and then I edited the data to combine binaries, close & apply, when the report was finished, I selected Publish from within the application. So I don't know exactly how to answer your question. Hopefully you can understand the process described to fit within one of the options you presented. Also, I have tried this with Personal Gateway with no luck. I read someone having the same error code upgrading to Enterprise gateway fixed the issue, so thought I would try.
3) The gateway whows that it is online, see screen shot below.

If it's a Personal Gateway, you may have to start it up. It runs as an Application, not a service.

Caitlin_Knox , I had similar issue and had to uninstall the gateway and reinstall .
Initially I did a upgrade on the gateway (not uninstalling) and that lead to the Cloud service saying that the gateway was offline.
So try uninstalling, restart computer/server and install
