Enabling "Export Analyse in Excel" button on PBI app

Hello!

I'm confused: where can I grant the rights to let users use Export button to ''Analyse in Excel''?

As an administrator, I have this enabled, but it is disabled for everyone else. And I can't find where to change that. 
I'm aware of the Report settings where you can export data from visuals:

And my users can export data from visuals, but not from the whole report as shown in the first picture. 
Please help with this.

Analyze in Excel” is controlled by tenant settings and dataset Build permissions, not by report export settings. Users must have Build permission on the dataset, and the tenant setting ‘Export data >> Analyze in Excel’ must be enabled for them. Viewer access alone is insufficient.
