From images, it seems that the you use expressions to specify both matrix column group and values, right?
In Power BI, we are not able to place any measures in Row Groups or Column Group of the matrix visual. So in your scenario, you need to transform data in Query Editor firstly to get a column field which contains "Week 1 09-Jan 2017", "Week 2 16-Jan 2017",etc and another column has value "Yes","No".
