Embedded Paginated report in PBI

    it looks like permission issue

     

    Are they (Paginated and standard reports) in the same workspace ?
    Does everyone has access to the workspace ? Maybe user only has acces to the power bi report

    Can you check if they have direct access to the paginated report ?

    As mentioned by Cookistador  , It might be a permission issue. When embedding a paginated report in Power BI, it references the version in the workspace—not the app. To resolve this, ensure users have at least Viewer access to the workspace containing the paginated report. Also, confirm they have access to the data sources, and that the on-premises gateway and ODBC connections are properly configured and accessible.
