Hello everyone
1. I used the following link to embed the PowerBI report into HTML and deployed it on IIS
2. Click Sign In in the Power BI window, the popup will open briefly and then close again
3. Enable popups it redirects back to the website but still has the login page

Based on the information you have provided, Here are my answers to your questions.
I do website or portal for a report in workspace and it also gives a link.
I can access and view the REPORT by logging in.
The reason for your problem I think may be the proxy authentication server on your network is blocking the web requests issued by Power BI Desktop or the Active Directory Authentication Library used by Power BI Desktop doesn't allow a redirect to non-secured URLs. Authentication Library used by Power BI Desktop doesn't allow a redirect to non-secured URLs. @Cold_ZHu , If you are taking embed code, then login is needed. Usually that will open in a new window of the default browser or current browser a pop will open. If pop is blocked or the default browser has some issue, then you may have the above issue. Make sure default browser is edge or chrome
@amitchandak ,yes , I tried it on both edge and chrome and set it to allow pop-ups, but the result is still the same
