I do website or portal for a report in workspace and it also gives a link.

I can access and view the REPORT by logging in.

The reason for your problem I think may be the proxy authentication server on your network is blocking the web requests issued by Power BI Desktop or the Active Directory Authentication Library used by Power BI Desktop doesn't allow a redirect to non-secured URLs. Authentication Library used by Power BI Desktop doesn't allow a redirect to non-secured URLs.
