Email to particular people based on trigger, Power Automate
Using an alert in the power bi service would be a good solution for your issue. If you open your published report in the power bi service and right click on the variances column > select "Add Alert"
You will then be able to set the conditions of when you want to send the alert based on that field behavior:
I think this is what you are looking to do and would be a good fit for what you are trying.

I had initially considered setting up alerts, but I’m running into a challenge:
I need the email notifications to go to only the relevant manager or lead.
For example, if Manager 1 has two direct reports and only one of them has a variance, the email should include only that person's variance details and be sent only to Manager 1.
Similarly, if Manager 2 has multiple team members with variances, their email should include only their team's relevant data.
Is there a way to structure the flow to make that possible?
