ESRI Maps only United States selectable

Hi all..
I am trying to map data for provinces in Spain (Boundaries).
However, the only Country I can select in 'Location Type' within the 'In Focus Edit Mode' is 'United States.
All Data Columns ( Postals, Cities, Addresses ) have been categorized accordingly. With the Provinces I have tried all possible denominations... they just don't show up in the map.
One Note: If I move 'Country' (ES) to the 'Location' field, the whole country of Spain is mapped correctly ...

Just not the provinces.

Any ideas ?

    I reproduced same issue as yours. If we put count field (which contains multiple countries), when you select one country under "Location Type" in ArcGIS map focus mode, only "United States" can be selected. We have reported this issue internally.

      To be precise:

      Either way ('One Country' Option or 'Multiple Country' option): Only United States is selected while Province Columns state
      'Granada,ES' or 'Toledo,ES' ...
