So the idea is if I click on a different level of a hierarchy on the table/matrix visual, the Pie chart's legend/categories update to that new level
So what's required is;
- On the left nothing is selected in table so should show legend of highest level (so client ID s)
- On the right a client (ClientID = 3) has been selected so the pie should split by the Departments for that ClientID

I couldnt really figure out how to change the legend selection on the pie chart to reflect based on the selected level of the hierarchy. Any advice will be brilliant.

After my research, I'm afraid it couldn't achieve in Power BI for now.
But you may try these two custom visuals.
