Dynamic values with measures

IF , you can create a color measure and use that in conditional formatting using the field value option
Assuming value 1 and value 2 are measures
Example
switch(true(),
[Value1] =[Value2] || isblank([Value1]), "grey"
[Value1]>[Value2], "Green"
// add other
)
