If you mean previewing the non-data content in the pdf (such as pictures, etc.), sorry that powerbi does not support it temporarily.
As of now ,powerbi currently only supports importing data in pdf into reports.

Helper IIII mean not loading data from pdfa but displaying the entire pdf
