    I have solved this problem myself... however posting it here for others who are seeking similar type of issue...
    1st I created 2 New Measures

    # 1

    Plan % = CALCULATE(SUM(P_Values[WTG]),Filter(ALL(Dates),Dates[Date] <= MAX(Dates[Date])))
     
    #2
    WTG total for WBS_Code_2 =
    CALCULATE(SUM('Activities'[WTG]), ALLSELECTED('Activities'[WBS_Code_2]))
     
    #3
    Divide these 2 measure and got the result...
