As you see, the dynamic format string works when I put the measure on a table, but it doesn't when I put it on a line chart!
I tried to switch Display values to None, but it doesn't work either.

You are right, I forgot that sometimes we need it in this way.
If You change the scale for logarithmic, formatting works on labels, maybe just don't use the Y axis:
and of course, you can report the Y-axis issue as an issue or idea:

It's not a feature, rather it's a bug.

In this case, it is a feature, not a bug.
Simple graphs cannot have different units on the same axis.
It is only used for displaying values in a dynamic format.
Due to proportional issues
It is simply impossible to fit thousands and millions onto one axis, for instance.
This is why it is aligned with some common camps on the graph
