Target based on a condition: =
IF (
    HASONEVALUE ( Data[Group ] ),
    SWITCH (
        TRUE (),
        ISFILTERED ( 'Group'[Group ] ) && ISFILTERED ( 'Year'[Year] ), SUM ( Data[Target] ),
        NOT ISFILTERED ( 'Group'[Group ] ) && ISFILTERED ( 'Year'[Year] ), 0,

    )
