Using the Line Chart visualization to plot the following is easy enough:
Is there any way at all to display the Duration on the Y-Axis in HH : MM : SS format?

I can't see a way to display the Duration on the Y-Axis in HH : MM : SS format, unless you try an R visual. While Power Query has a Duration data type, Power BI Reports do not - durations can only be treated as decimals or as number of seconds as you have it already.

I imagine you could get this into a text column and use a sort by of your numeric duration column.
