Dual Guage chart with difference

Hello all please help me to achieve this excel chart in Charticulator or any other visual.
We have following.
Sales: 62M
Demand: 4M
Target:56M
Small Green bar is Opp/Risk = (Sales+Demand)-Target =10M(Green)
If diff is positive then green else red
Grey needle indicates total sales
