Dual Combo Chart type - Scatter + Bar

Hi, 
I am looking help on combo chart type ( scatter + Bar chart ) I have categorical values on X axis (Level) and on Y axis I am creating bar chart with Max and Min salary. There is second Y axis variable (annual salary of employee) shown as scatter on top of that. 
I tried combo chart and change line to scatter but that only show me average of salary. I need each employee salary as a scatter diagram. Custom visuals are also not helpful. 
I think we can do In python script but in python we have to write down code to show average of min and max. second tooltio which I am not sure. If anyone created this type of visual before please share your idea. Thank you.
